Description This employment opportunity is only open to current employees of the City of Oxnard's Community Development Department. The City of Oxnard's Community Development Department is seeking a Permit Technician with strong technical and customer service skills to be part of the team. This individual must be comfortable public customer service. Under general supervision, receives, reviews, processes and/or issues various Building & Engineering program permits; serves the public at the Building & Engineering Services counter; screens plans submitted to the City for accuracy and completeness in accordance with the municipal code, state law, and program policies and procedures, and performs related duties as required. DISTINGUISHING CHARACTERISTICS: The Permit Technician is the single class position responsible for first contact customer service in the City's development services permits and planning processes, services and issuance. This classification is distinguished from the classification of Office Assistant by the performance of technical duties related to building plan checking and permit calculation, fees and processing. SUPERVISION RECEIVED/EXERCISED: General supervision is provided by higher level Building & Engineering staff or designee. Incumbents of this class do not routinely exercise supervision. Essential Functions * Assists the public at the Building & Engineering Services counter and responds to inquiries over the phone and via email. * Reviews and accepts building application submittals; Accepts plans for plan check and verify accuracy and completeness of information. * Provides general information to architects, builders, property owners, contractors, engineers, and the general public regarding municipal codes, department policies, and standards over the phone, at the counter, and by email. * Researches permit history and information for projects; provides property owners information relating to code and answers permit questions. * Reviews and approves temporary use permits and business license applications/zone clearances; reviews minor building applications. * Class specifications are only intended to present a descriptive summary of the range of duties and responsibilities associated with specified positions. Therefore, specifications may not include all duties performed by individuals within a classification. In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications of incumbents within the position. * Issues Over-The-Counter building permits and permits for encroachment. * Calculates development impact fees for new construction in addition to all permit and plan check fees based on valuation, type of construction and use of building. Coordinates payment of outside agency fees. * Distributes and tracks plans for further plan checking to various agencies within the City of Oxnard and coordinates work activities with staff across categories, programs, and agencies. * Distributes maps to private citizens and public agencies. * Enters and retrieves data on the computer; creates weekly plan check status reports and checks weekly assessor reports. * Updates address maps and assign addresses to new developments; distributes new addresses for changes in addresses. * Maintains records and filing systems which may include plans, microfilm, microfiche, and fee receipts. Qualifications (The following are minimum qualifications necessary for entry into the classification) Education and/or Experience: Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Permit Technician. A typical way of obtaining the required qualifications is to possess the equivalent of two years of experience providing assistance to the public in a building, engineering, planning office, or the performance of related work, and the equivalent of a high school diploma. Training or course work in building and/or construction technology, engineering, mathematics, and records management is highly desirable. License/Certificate: Possession of or ability to obtain a valid, class C California driver's license. Employment Information The selected candidate must pass a thorough background investigation. Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions. City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours. The list of qualified candidates that is established from this recruitment may be used to fill other full-time, part-time and temporary assignments as vacancies arise. Any provision contained in this bulletin may be modified or revoked without notice. Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security. Vacation Accrual Rates: Full time employees accrue vacation leave at a rate of 4.39-8.08 hours per pay period based on years of service. Sick Leave Accrual Rate: Full time employees accrue sick leave at a rate of 3.70 hours per pay period. Deferred Compensation: The City offers a number of deferred compensation programs that employees may participate in. Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $20.00 bi-weekly to the extent the employee is required to provide bilingual services as determined by the City Manager or designee. Educational Incentive: Employees earn educational incentive pay for educational attainments not required by the classification. The educational incentive pay is as follows: Associates degree - 2.5%, Bachelor's degree ? 3%, Graduate degree ? 3.5% Health and dental: The City contributes $719.36 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Unused premium monies are paid to the employee. The City also contributes $136.00 per month in PEMHCA contributions which is paid to CALPERS. Life Insurance: City employees receive Basic Life Coverage and have the option to purchase additional insurance. Tuition Reimbursement: Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $1,000 per fiscal year for work related coursework. Holidays: The City observes 12 holidays per year.SDL2017
