JOB DESCRIPTION

HUMAN RESOURCES SPECIALIST

Under the supervision of the human resources coordinator, the human resources specialist shall be responsible to:

1. Implement all phases of the employee recruitment process.

2. Train, assign tasks, supervise, and conduct timely performance evaluations of the customer service representatives or human resources clerk.

3. Monitor position vacancies through the Position Availability Log (PAL) and determine the need to advertise jobs. Utilize and maintain various methods of job advertisements, including the organization website, job flyers, job search websites, attending career fairs, etc.

4. Screen employment applications and ensure applicants are notified of screening results in a timely manner.

5. Coordinate all phases of employment interviews, including coordinating with interview monitors, supervising the scheduling of job applicants, preparation of interview materials, orientating interview panels, ensuring candidates are notified of interview results in a timely manner, etc.

6. Establish and maintain employment candidate eligibility lists and provide such to supervisors as needed.

7. Administer all phases of the pre-employment process, including conducting reference checks, physicals, criminal record clearances, making tentative and final job offers, entering new hire information in HRIS, etc.

8. Conduct new hire preboarding, including completion of required employment documents and employee self-service registration in HRIS.

9. Create, maintain, and update employee information records and files (e.g., HRIS, personnel files, center staff licensing files, new hire tracking log, position availability log, etc.), process all personnel changes, and generate a wide variety of reports, as needed and requested.

10. Coordinate all phases of employee terminations, including preparing related documents, notifying pertinent personnel, terminating employee in HRIS, assisting supervisor with conducting exit interviews as requested, etc.

11. Assign and release employee performance reviews in HRIS, review for completeness and accuracy, and upload signed positive progressive intervention and other supporting documents. Consult with pertinent supervisors regarding issues with reviews or positive progressive intervention documentation.

12. Process merit award recommendations.

13. Receive, review, and submit volunteer/intern applications to HR coordinator for final review and/or approval. Coordinate volunteer start dates with appropriate department/center supervisor and ensure applications are recorded and filed accordingly.

14. Create, modify, and deactivate building access cards as needed.

15. Process employment verification requests as needed.

16. Other duties as assigned.

*EMPLOYMENT STANDARDS*

*Required Education and Experience: *

* Minimum of a certificate in human resource management or minimum 30 completed college units towards degree.
* Minimum of three (3) years' experience in an increasingly responsible human resources recruitment or generalist capacity. Experience must include extensive and direct interaction with clients and the general public.

*Preferred Criteria: * Degree in human resources or closely related field. Employee recruitment and/or preboarding/onboarding experience. Knowledge of Human Resources Information System (HRIS). Fluent bilingual (English/Spanish) skills.

*Knowledge and Abilities: * Ability to demonstrate initiative. Knowledge of and ability to proficiently and effectively use computers and related programs such as Word, Excel, and PowerPoint. Knowledge of HRIS program highly desired. Knowledge of modern office methods, equipment and procedures, including business correspondence and filing. Ability to demonstrate accuracy in record keeping and excellent organizational skills. Ability to maintain the strictest confidentiality. Ability to speak effectively and make presentations before a group. Ability to work with many interruptions. Ability to follow through on assigned tasks. Ability to establish and maintain cooperative and effective working relationships with supervisor, staff, and the general public. Ability to learn quickly and perform assigned specialized duties in a variety of administrative assignments with minimum supervision and within scope of authority. Ability to follow oral and written instructions. Ability to communicate effectively both orally and in writing. Ability to compose and prepare clear, concise, and descriptive correspondence and reports. Ability to multitask while under varying deadlines and pressures.

*Physical Abilities*: Ability to effectively use hands and fingers in the use of computer keyboard, filing documents, use of office equipment and for completing forms.

*License or Other Requirements*: Must have access to a dependable automobile with appropriate insurance coverage and a valid California driver's license. Must submit to a job-pertinent, agency-paid pre-employment physical examination and criminal record background check. Periodic physical examinations and TB clearances will be required if hired. Employment is conditional pending satisfactory results of all required tests and background checks.

*COVID-19 VACCINATION REQUIREMENT*

CDR requires all employees to be vaccinated against COVID-19 as part of its injury and illness prevention program. *Upon a tentative job offer, all potential new hires will be required to provide proof of COVID-19 vaccination* *as a condition of employment* (or request and be approved for an exemption from this policy due to qualified medical reasons or sincerely held religious beliefs and submit to regular COVID-19 testing).

Job Type: Full-time

Pay: $22.27 - $33.75 per hour
