Sr. Financial AnalystThe Senior Financial Analyst position supports the organization's financial and strategic initiatives by performing complex financial analysis and reporting in a variety of areas.--The position will be responsible for analyzing actual performance against budget and other data to identify, evaluate and communicate drivers of performance.--Works collaboratively with staff in Accounting and Decision Support Services in the ongoing analysis and reporting of all aspects of the income statement and other operating metrics.To accomplish this job successfully, an individual must be able to perform, with or without reasonable accommodation, each essential function satisfactorily. Reasonable accommodations may be made to help enable qualified individuals with disabilities to perform the essential functions.Essential Functions:* Develops, interprets and implements financial models and concepts for financial planning and analysis.* Responsible for preparing monthly Incurred But Not Paid (IBNP) medical expense reserves, maintaining IBNP estimation model and using business insights and other research to explain fluctuations in claims reserves.* Assist in the data collection, completion of and submission of Medi-Cal rate development templates (RDT), supplemental data requests (SDR) and other financial reporting requirements to the CA Department of Health Care Services (DHCS) or other external reporting agencies.* Supports the annual budget and interim forecasts with a focus on membership, revenue and medical expenses.* Build upon existing monthly financial reporting by incorporating operational data sets to enhance the enterprise performance management.* Adapts financial analysis and reporting to meet the growing and changing needs of the Health Plan* Assist in the design and implementation of improvements in financial analytics and reporting that support data-driven decisions by providing clear and accurate financial summaries to management.* Create presentations and reports to inform senior leadership on the financial performance and provide guidance on near-term and long-term opportunities and risks. * Participate in special cross-functional projects and assignments as needed to support financial reporting and analytics.* Assists Chief Financial Officer and Director of Finance as necessary in analytical work as it relates to financial, utilization and rate-setting projects.POSITION QUALIFICATIONS* Analytical Skills - Ability to use thinking and reasoning to solve a problem.* Systems Analysis - Ability to determine how a system should work and how changes in conditions, operations, and the environment will affect outcomes.* Project Management - Ability to organize and direct a project to completion.* Team Builder - Ability to convince a group of people to work toward a goal.* Problem Solving - Ability to find a solution for or to deal proactively with work-related problems.* Training - Ability to develop a skill in others to bring them up to a predetermined standard of work performance.* Diversity Oriented - Ability to work effectively with people regardless of their age, gender, race, ethnicity, religion, or job type.SKILLS & ABILITIES: * Bachelor's Degree Required, Field of Study: Finance, Accounting, Business, Economics, Healthcare or a related field* 5 plus years of progressive experience in financial analysis preferably in the health care field. * Excellent analytical, problem-solving and research ability.* Techniques and methods in preparing forecasts, projections and financial models.* Understanding of principles of managed health care industry and strategies, health care systems, capitated risk contracting, claims data and provider reimbursements methodologies. * Experience with Medi-Cal managed care preferred.* Understanding of how to measure and monitor medical utilization and unit cost trends associated with managed care operations.* Must have strong verbal and written communication and developed presentation skills.* Strong working knowledge and experience with Microsoft Office products (Advanced Excel- Lookups, SumIfs, pivot tables, data management)* Knowledge of business intelligence tools and experience with Milliman MedInsight preferred.* Knowledge of relational databases and MS SQL Query tools experience a plus but, not required
